Construction and Usage Regulations for External Thermal Insulation Systems of Buildings

Construction requirements for external thermal insulation systems of buildings:
(1) Thermal insulation material Upon entry, keep away from sources of ignition. When stored outdoors, ensure complete coverage with non-combustible materials.
(2) For external thermal insulation materials that require fire-protection construction measures, the installation of the fire-isolation belt shall be carried out concurrently with the installation of the insulation material.
(3) The installation of combustible and flame-retardant thermal insulation materials shall be carried out in designated sections, with adequate fire separation distances maintained between each section. It is recommended that the protective coating be applied concurrently with the fixing of the insulation material. The height of exterior thermal insulation materials that have not yet been coated with the protective layer shall not exceed three stories.
(4) Welding and other related operations for the supporting components of curtain walls and for the supporting structures of air-conditioning units and other equipment shall be carried out prior to the installation of thermal insulation materials. If such operations must be performed after the thermal insulation materials have been installed, fire-resistant blankets or other fire-protection measures shall be laid around and beneath the welded areas.
(5) The hot-melt and hot-bonding methods for applying waterproofing materials shall not be used directly on combustible thermal insulation materials.
(6) When high-temperature equipment such as construction lighting is located near combustible insulation materials, reliable fire-protection measures shall be implemented.
(7) When performing on-site foam spraying of polyurethane and other insulation materials, high-temperature environments shall be avoided. Anti-static measures shall be implemented for construction procedures, tools, and work attire.
(8) Temporary indoor and outdoor fire hydrant systems shall be installed at the construction site, and shall meet the fire water supply requirements for fire suppression at the site.
(9) Workstations for exterior insulation construction shall be equipped with sufficient fire-fighting equipment.
The daily use of exterior thermal insulation systems for buildings shall comply with the following provisions:
(1) Vertical shafts, recesses, platforms, and other features that are adjacent to exterior walls and roofs shall not be used for the storage of combustible materials.
(2) Fire hazards, such as ignition sources and heat sources, shall be maintained at a specified safe distance from exterior walls and roofs, and their management shall be strengthened.
(3) Welding, drilling, and other construction operations shall not be carried out on walls and roofs that utilize external thermal insulation materials. If such operations are absolutely necessary, reliable fire-protection measures must be implemented, and the exposed external thermal insulation materials must be promptly protected after completion of the work.
(4) Electrical wiring shall not pass through combustible external thermal insulation materials. If it is absolutely necessary to pass through such materials, fire-protection measures, such as running the wiring in conduit, shall be implemented.
