At the "Central Urbanization Work Conference" held in December 2013, it was first proposed by General Secretary Xi Jinping.
 
On December 31, 2014, in accordance with the spirit of General Secretary Xi Jinping's speech on "strengthening the construction of sponge cities" and the Central Economic Work Conference, the Ministry of Finance, the Ministry of Housing and Urban-Rural Development, and the Ministry of Water Resources decided to carry out the pilot work of central financial support for the construction of sponge cities.
 
In October 2015, the General Office of the State Council issued the "Guiding Opinions on Promoting the Construction of Sponge Cities" to deploy and promote the construction of sponge cities.

In 2017, 120 pilot projects will be carried out, and 30 pilot sponge cities have been launched.
